[coco8] Welcome Screen
The welcome screen show a few lines of text about coco8 platform and a link to U8 web site (the link action open the browser pointing to http://u8.smalltalking.net).
Welcome is a mode of U8Applications tool. The tool is the first tab of tools (and is usted to detect visibility of U8 tool's tabs) and has welcome mode as default mode.
A webview widget is usted to tender welcome screen. The text has a settings section with links, usted to change the mode of the tool (e.g. to list or icons mode). The change is stored in system configuration to be usted the next time the system is opened.
